The new stars on this flag represent the States of Kentucky and Vermont.
This flag was flown from May 1, 1795-July 3, 1818.
By law, stars must be added to the flag the 4th of July directly after the State is introduced into the union. All of these original US Flags with applique stars ARE legal to fly at any time.
